What's the best way to paint this type of wall? Spray paint or just brush? Would I need to power-hose it first or does it not matter?

Is it a big job(lot of paint, time)? i.e. would I be better off hiring some company?

A good masonary stipple brush and also a masonary deep pile roller brush.

Spraying is useless and messy too,
